New IEEE Standard - Active. With the popular application of civil light and small unmanned aircraft systems in engineering surveying, UAS photogrammetry is increasingly used for the production of mapping results for overhead transmission line engineering. In order to unify the requirements and confirm that the mapping results meet the engineering surveying requirements of overhead transmission lines. The technical requirements for civil light and small UAS photogrammetry for overhead transmission line engineering, UAS photography, control survey and annotation, aerial data processing and 3D digital mapping is specified in this standard. The key technical indicators of each link of office work and field work in respect of light and small UAS photogrammetry for overhead transmission line engineering, and a unified criteria for UAS application in overhead transmission line engineering are also defined and provided in this standard.
This standard specifies the operational methods, accuracy indicators, and technical requirements for civil light and small UAS photogrammetry in the engineering surveying and design of overhead transmission lines. In special areas, such as forests with particularly complex terrain and features, deserts, waters and other areas, the safety or accuracy of UAS photogrammetry may be adversely affected, and the feasibility of the technical route shall be carefully assessed. The civil light and small UAS in this standard refers to: 1) fixed-fin UAV or multi-rotor UAV is applied as the flying platform, 2) powered by battery or fuel, 3) the weight is between 0.25 kg and 25 kg without payload, and 4) the maximum active radius is 15 km and the maximum operational altitude is 1km. The system is equipped with small and light digital cameras, differential GNSS, IMU, etc. This standard applies to the UAS photogrammetry at the engineering surveying and design phase of newly constructed or reconstructed overhead transmission lines, and may be referenced at the construction, operation, and maintenance phases.
